Can I have channels of other countries using a Tv-Tuner card on my computer and if it is possible, How can I do it?

TV signals don't travel that far. You'd be lucky to get a clear transmission from longer than 50 miles away.

A TV tuner card does nothing more than make your computer able to display the same signal that a normal television in your area will get.

In other words, if you have cable television you can have cable on your TV tuner. If you have just a normal Antenna, then you are only going to receive your local channels.
