Michael Jackson sort of dominated 80's pop. Madonna was the big music and fashion icon/tabloid fodder (during her Sean Penn years). Duran Duran ruled mid-80's teen Brit mullet-pop, along with George Michael. The AquaNet-n-spandex clad trinity of Bon Jovi, Poison, and Motley Crue dominated late 80's hair metal. Bruce Springsteen and Billy Joel sort of drifted in and out.

Michael Jackson.
He's the only one I can really remember from then. AS far as I could tell. he definitely ruled the 80's. There was no one bigger.
Madonna (though I personally don't care for her) was probably a reasonably close 2nd.
