follow what the others say but then right click on the task bar and click on 'lock the task bar' This will stop the task bar from moving anywhere else...

First, right click on the taskbar and make sure Lock the Taskbar is unchecked. Then left click anyplace on the taskbar, hold down the mouse button and drag it back to the bottom of the screen. Right click on the taskbar again and check Lock the Taskbar to prevent it from being relocated again by accident.

click, hold, drag... if that's not working it might be locked. to unlock.. right click in a blank spot on the taskbar and select lock the taskbar which will remove the check mark next to it, hope this helps, good luck.
