I haven't a clue what you mean by "preventative maintenance" but the principle of not taking action until the law is broken is sound and, I believe, essential to democracy and freedom. This does not mean we cannot take precautions, or police situations to create a disincentive to potential law-breakers. It does, however, mean that we do not vest inordinate power in the State. The State cannot be given absolute power or trust to act justly - it is eminently corruptible and so must have limitations on its powers.

Try reading '1984' by George Orwell and have a think about it.

I take it that you are talking about the Police. They are there for crime prevention as well as detection but they only have one pair of hands. remember of governments saying "We have enrolled X number of police to cut crime." What they do not say is that X+Y have left the service because they are fed up with being prevented from doing their job through lack of finance and manpower.
