For me, it's as simple as liking the place that I'm living, and wanting to continue living there after my lease is up. If I liked the place, and you aren't jacking up the rent, I'll stay.

If I didn't like the place, or if I feel that I can now afford to buy a home, instead of renting, I will move out. Unless there was a big discount on the rent, I don't think any incentives would work if I had a bad experience during the time of my first lease.

I would be tempted to renew a lease if there was a financial incentive (perhaps a 10% rent reduction or such) or perhaps a shorter lease term, maybe a 6 month agreement rather than a year.

You could also consider including a service, such as water, trash pick-up or landscaping in the rent.

Any one of those or a combination of them, depending on who you're trying to entice might be enough. All you have to do is make it more tempting and more worth it to stay than it would be to pack up and move.

Cheaper rent, assigned parking close to the door, fixing all the reported problems, upgrade appliances....
