her alarm ringing really loud in the morning. so what department of the council should i report in?

Start of by ringing the police at 4 in the morning saying there is a loud noise and alarms going. See what happens.
Then contact the council after the police inform you what it is.

Report the incident to the nearest police station so that proper action will be taken to stop the noise in the wee wee hours of the morning.

Police or Sheriff for either city or county noise ordinance enforcement. Unless they are in violation of an active noise ordinance your probably out of luck. I would figure out when they like to sleep and then run a power saw in your yard.

you'll need to contact the environmental team, which should also have a noise nuisance person. god this is awful for you, can you chuck a bucket of water over them or hang out of the window and yell at her to shut up too ??? good idea to send her an anonymous letter too and if shes a pain report her anonymously.......good luck.

If you are in the UK then every local authority has an obligation to deal with this. Just call the general line in your phone book or look it up on the web on 192. Ask who you should speak to.

Yes "Enviromental health" ... they can serve an abatement order first off. The cops cannot do anything unless the noise is the product of criminal activity. Is the noise persistant?

i reported a taxi firm next door to us to council and everybody nothing ever done then he started mending cars , got fed up had this for 10 years , eventually i rang my local mp not councellor mp within a week it was getting sorted.

Stop being a busy body. It's her yard, and its not hurting you. Just turn up your radio/tv & go to bed. If it bothers you "that" much, ring the bell like a normal person and give your conserns to her.
