I'm in traffic a lot and tend to see those circular or oval shaped bumper stickers that are white with black letters in them. They all have different letters. They never spell anything. Does any one know what i'm talking about, and know what the heck they mean... it drives me CRAZY!

I believe you are referring to country tags: decals that are typically used for cars crossing international borders, and is overseen by the United Nations as the Distinguishing Signs of Vehicles in International Traffic, being authorized by the UN's Geneva Convention on Road Traffic (1949) and Vienna Convention on Road Traffic (1968). Often the country code is displayed on the license plate itself.

These have (usually in the USA) been spun off into humorous tags which may indicate a city (OBX), political party (GOP), etc

If you get right up close to them, you can read in tiny words at the bottom what they mean. (but if you are driving, of course you can't get that close!)
Like if you see one that has DMB, that stands for Dave Matthews Band. WP is Widespread Panic. There are also stickers representing cities. Like HHI is Hilton Head Island.
Hope this helps.

They're used in Europe as country designations.
Just a curiosity thing over here in the States.
