Is this this correct :Please review your appropriate scholarship contract and keep in mind of the rules as you register for the fall semester OR is it keep in mind the rules (without the "of")?

It's clumsy sentence. You would leave out the 'of' in your example . I would have rephrased it:-

Please review your appropriate scholarship contract. When you do, keep in mind the rules as you register for the Fall Semester.

I would rework the whole sentence to read as follows:

Please keep all rules in mind as you review the
appropriate scholarship contract and register
for the fall semester.

This makes it more concise.

I would say "keep the rules in mind" it seems like a much less awkward phrasing to me.

I would leave out the "of".
