easy for the arms is the metalic dryer duct. it's not usually big enough for arms though.
you can often find the 'arm extension' type claw at discount stores, or toys are us. they look better than gloves over real hands.
do you recall the 'posture chair' thing they had years ago that had you sit kind of on your knees? if you put some furniture casters on that and fake up some tracks you can get a johny 5 (from short cicuit) look.
if you want to be walking you might find some catcher shin/knee guards and paint them metalic for a C3PO / robocop look.
you can take a kids plastic 'knight in armor' costume and add lights / circuits to it for the body. there are battery operated christmas light strings. any electronic device can be taken apart and the circuit boards hot glued to the breast plate/ back plate. If you take a battery operated tape player or maybe CD player, you can get the motor to move something on the costume. If you do CD, you have to defeat the door closed switch in order to make the motor try to spin. a tape player only needs the play button pushed.
as for the head you can do a borg look using lightweight electronic components and actors 'spirit gum'.
To keep things cheap look for someone who has a 'broken' tape/ CD in the garage or whatever for materials. becarefull if you don't have spirit gum. you can't just use any old glue on your skin.
