It is harassment and now the reciever has a written document to file a grievance against the sender. Depending on the severity and frequency, the sender could get fired.

It can be considered harrassment, because it is. However, that does not mean that you are entitled to any money or anything like that. Take the letter to management and let them deal with the issue. Your company (and the employee) have to be given a chance to handle or correct the situation.
