I assume you mean how do you forward a port since applications (the operating system) is what opens a port.

Go into the control panel for your router (probably found at http://192.168.1.1) and login...
Find Port Forwarding (or Triggering)
Specify the port or port range you wish to forward and then provide the IP address of the computer on YOUR network to which you wish to forward to.
