No... 16 bit app. compared to 32bit app.

No, Internet Explorer today is a 32-bit application and Windows 3.1 runs on top of MS-DOS, which is a 16-bit operating system and cannot run 32-bit applications.

You would need to find a copy of IE3 for it to run OK on Windows 3.1 or an old copy of Netscape - the predecessor to Firefox & Opera (based on Mozilla).

You would also need Windows 3.11 to get proper TCP/IP functionality to connect to the internet.

Internet Explorer didn't exist when Windows 3.1 was in use.

It was all about Netscape and Chameleon

nope, there have been to many core changes in the operating system and like the other guy said a 32 bit app wont run in windows 3.1

Not at all, and without patches could not connect, it's standard did not include tcp/ip, only netbui, which is only capable of local network use.
