Any resort that has blackjack in their pool area must allow you in free of charge, "IF" you tell them you're going in to play. This is a Nevada Gaming Law, 463.0129

The public can use the Venus pool at Caesars Palace free of charge Wed through Fri 9am-6pm, it's $20 for the DJ parties on Sat/Sun(11am-5pm)

If you don't want to play BJ(wink-wink) you can still use the pool at the Hard Rock, they sell an all day pass(9am-6pm) for $20.

Can't be specific because I'm not there to see the depth of the pools - but....the Rio has wonderful pools. In order to use them you need a towel and have to show your room key to get the towel. Have fun! If you're looking to just go to any pool at any hotel you're not staying at - it will be a short amount of time and you'll be asked to leave.
