Get your lease out, not type up or write out what all needs fixing in the apartment, take it to a lawyer. also look up in the phone book for renters association number to call. you will have things fixed within the next day. There is things that you need to do b/4 you can stop paying rent.

Depends on where you live. There is usually (at least in my state) a statute that states that you may not withhold rent for any reason. You can pay to get the stuff fixed yourself and then take him the bill. If he refuses to reimburse you, take him to civil claims court. Read carefully over your lease before you do any of this though.

You can withhold rent but you have to escrow the rent money submit a noterized letter of why your withholding the rent and what needs to be done (keep a copy of this for you to) and then you must pay the landlord as soon as the work is done I had to do this myself
