BECAUSE THEY DO NOT UNDERSTAND THE TWO MOST IMPORTANT THINGS ABOUT IT.
Your car has two unique qualities. First, it is probably one of the most expensive things you own. Insurance protects your investment and guarantees you a way of coping with the expense of accidents, vandalism or theft, as well as securing your financial responsibility to the bank or other institution lending the money to buy your vehicle.
Second, when you drive, you are operating a powerful machine, weighing one ton or more and capable of moving at over 100 miles per hour. You are responsible for the safety of your passengers, your fellow drivers, other people's property, pedestrians and yourself. Insurance helps you live up to that responsibility by ensuring your ability to cover the costs of potential damages or injuries.

RE Why do people drive without auto insurance?
Don't give me because it costs too much and they cant afford it. I think it's the price of having a car. You wouldn't get a car and say "well tires are expensive, I can't afford them" you just need them. The point of insurance is to be able to afford to fix any damages you may cause to another driver's car or person. If I wrecked someone's car I would certainly want the other person to be able to get their car fixed or replaced. And if there was injury I wouldn't want someone else saddled with huge medical bills because of a mistake I made. Is that just me?

Insurance protects you from financial loss. Some people don't need it, because they have nothing to lose. This is the rational reason, but I'm sure you know that people don't always behave rationally. The no-insurance group is probably not the best on thinking skills. Some of them might need it and still not have it.
Insurance doesn't protect you from wrecking or getting hurt. It only protects your money.

Because they think they can get by without it. Unlike your tire analogy, it is possible to physically drive without insurance. It's just not possible to do so legally.

Because it is just too much trouble and people are irresponsible and most people who don't have it in California are illegals.
