I've been here in the Middle East for 4 years now and I can tell you that for sometime now the plan has been to train Iraqi Security Forces so that they can take over their own country and then systematically start to withdraw our troops. This is not "Cut and Run"
In fact this is from your article.

Cut and Run is leaving before the job is done. Like the Dems want to do. Clearly, GEN Patraeus is not condoning this. Nice try though.

I just read that one, actually. It's quite a hopeful little piece. Petraeus says that progress is being made, and he may not need as many troops in the future. And, as he points out, the 'surge' was meant to be temporary.
I don't know if I buy it - I don't think those Sunnis would hesitate to switch sides again, if we show further signs of weakness rather than growing strength - but, there's certainly no hint of 'cut & run' in it.

I think Petraeus is doing a wonderful job, and it seems like he's getting a handle on thing's, but like he says it all comes down to the Iraqi people themselves to choose whether they want freedom more than living in fear of a bunch of evil, barbaric, fanatical, stone age psycho's, however, the vacationing/boycotting/almost non-existent Iraqi government need ***** slapped into reality.

Did you even bother to read the article or did you just read the headline?
Patraeus suggested cutting troops because the surge has been effective. Also, there are regions in Iraq where the local police and residents are beginning to take arm against AQ.
So he's is saying that he is will to cut troops because the local authority's are are gaining a strong foot-hold of the situation every day.
Nice headline grab though.
