Sue for partition. You can't compel them to sign the deed against their will. Only a court could force that -- and you'd better have a damn good reason for wanting that. If the suit is successful it will force a sale and you will divide the proceeds.

Is the person on the mortgage loan?

If not they are in the catbird seat they own part of your property without having to pay a dime toward the payments.

you cannot remove them if they refuse unless they are in breach of a contract or for some reason you can get ajudgement against them forcing them to sign off
