You can create a page on any topic, as long as it can be checked and verified. Otherwise they will state that the information is unreliable and will put it in red text. So yeah, you could make one of yourself. I've actually thought about doing that.

Are you talking about an article about yourself, or a user page. These are different concepts, and I will discuss each.
Articles: An article is a document about a particular thing. The largest part of Wikipedia is made up of articles. Articles are housed in the main namespace. If you are important or well known, you will probably notable enough to have an article about you. If you are just going to write about your 9/5 boring, ordinary life, don't.
User pages: A user page is a personal area, and anyone who is a registered user can make one. A user page can contain information about you, your interests, your affiliations within Wikipedia. Remember, your user page is not a spot to make a personal web page. User pages are contained in the User: namespace.

i created a page about myself that was taken down in about 6 minutes. i created it by editing everything in an existing page. i guess i got what was coming to me though. and you can request a page or go as far as helping to write the requested page (which isnt really going that far.)
