I look it up on idoc,it said he was out of custody,but it said he was not discharged yet.

you can call the jail and they will tell you

Out of custody = out of jail, not discharged = on parole or probation.

I am not sure of where you can find this info out, but to me it sounds like the person was released from custody but likely on probation (hence not "discharged" from his sentance).
