Depends on the area where the house will be. All areas have their own rules as to how far from the road it can be, overall size limitations on the lot, etc.

No, you are not likely going to allowed to build anything at all on such a tiny lot. You have to remember that you can't build on the entire thing. There has to be at least 10 feet on one side of your building and 5 on the other for fire access. The days of building on property lines are long gone.

If your lot is square, it would be a tad smaller then 29x29 feet. Removing the part you need to the fire code you are left with 14x14 feet, or 196 square feet for your building foot print. Even building up your house would be less then 400 square feet.

On a two story? No problem.

On a one story? Yes, but with almost no other use able space. You'd have barely enough for a bathroom and no yard to speak of.

You might ask an architect to pitch a couple of floor plans.

What are you building? A jail?? Many prison cells have more than 13 sqft.
