The deadline you are referring to is the non-waiver trading deadline. It's not easy to trade a big name player if they must first clear waivers.
For instance, if the Gange deal between the Sox and Rangers had not been done before the deadline, there is no way the Yankees would allow Gange to clear waivers so that he could then be traded to the Sox. They would have claimed him on waivers and forced Texas to take him back or get nothing in return.

The July 31 "deadline" is just a cut-off time. After that date, any player traded has to go through waivers - that is, any team worse off than the team he's going to can claim him and essentially veto the deal. In other words, making a trade becomes more difficult after July 31 and that date has thus become a critical one for trades.
August 31 is another important cut-off time, because any player added after that date cannot go on the playoff roster for his team.

After the "trading deadline" players have to clear waivers to be traded. This means that any team below either of the two teams in the standings has a chance to block the move by claiming the player who has been put on waivers.

Because that's not the trading deadline. It's just the deadline for trading players outright. After that deadline players have to clear waivers. The waivers deadline is the true deadline.

If you get them before the July 31 deadline, you can get them without having to go through waivers. If you get them after that, the player has to clear waivers, which means the team trying to get him will have to maybe pay more or trade away more than you want to.
