i wrote a song and i wanna know how to get it out there to artists
to see if they wanna use it
how do i do this

1. First and most importantly, make sure you COPYRIGHT YOUR SONG otherwise you wont get proper credit for writing your song. If you just give it away to someone and if it becomes a big hit later on.....guess what? You lose both : Author credit and your lose your due royalties later on.
Go to www.copyright.gov and download your proper forms like the SR or the PA forms, depending on your situation. Copyright your songs first to protect yourself as the rightful Author of that song.

2. Then you go and fish it around to your local Rehearsal and Recording studios.Those places are filled with Solo Artists, bands and musicians.

3. Also, put out a lot of ads and flyers online too that you are looking for a band to use your song.

If you are planning to write a song, then sell it to artists, you have to find someone who wants a song. Although you can just try a freelance life, it is tough to find jobs. Look around for people who would need a song to be written. Once you find a place (maybe a music label, which is highly unlikely they would need someone, but try to land on they're contact list) like a school play or something, then write them a song. As another answer said, remember to copywrite the song. You don't want the company to use your song, and you not to get paid! Good luck with the songwriting.

You'll have to submit to a Music Publisher, unless you personally know an artist.

Beware of any publisher who requires money.
They pay you, you do not pay them.
