I soaked and washed my sandals in vinegar and now I cannot seem to get rid of the vinegar smell either. I have washed them about 3 times with detergent and nothing seems to work.

Bacteria is probably the number one cause why your feet is starting to smell. Bacteria can hide in the crevices of your nails and when you sweat, it can makes it worse. I would suggest cutting and cleaning your toe nails and then soaking them to warm water with Baking Soda. You can also soak your feet with Epson Salt to get rid off dead dry skin and it might also get rid off any fungal bacteria that might be also causing the smell. I highly suggest that you use foot powder so your feet will remain dry. Keeping your feet clean and dry is pretty much the solution. Clean the insides of your shoes too, if it smells.

I second the baking soda suggestion. Vinegar is an acid,and baking soda is a base. They neutralize each other, which is why you get the bubbling foam when combining them in those homemade volcano projects.

Use some fabric softner in the wash or where ever you are washing them. (sink?)
The smell will go away within time. Let them dry completely and the smell will be gone.
