My address was changed and I wrote to government department as too the change of my new address twice. A parcel was sent via DHL too my old address, someone signed for it at the old address and they have my personel information. What action can I take against DHL and or the government dedpartment which sent out the parcel?

DHL is completely different from the Postal Service and the government - it's a private company. If the package was delivered to the address given them, then they have no liability - they did their job. Your issue is with whoever sent the package - however, to take any legal action you have to prove there was actual loss from someone having your personal information, and that will be hard to prove.
