The federal regulations and state codes that govern these will punsh the seller- if reported- and pretty much ignore you.

I'm not positive about California law, but yes, turtles under 4 inches are generally illegal to sell, not to own. I bought all my turtles small and had to sign some papers that said I was using them for teaching or something, but I still got them. Its a useless law that comes from salmonella scares decades ago when you would get a little turtle in a bowl and the seller would tell you they only lived a couple months. So a lot of parents would get them and, thinking it was cute, their kids would put the turtles in their mouths and SUPRISINGLY they cought salmonella... who woulda thought? Anyway, wherever you bought them from isnt supposed to sell them technically, but you did nothing wrong in buying them. The cops arent gunna nock down your door in search of controban turtles.

Actually the stipulation is against sale of RES under 4" to be used as PETS.......so people say theya re to be sold for display and educational purposes and then they get away with selling them. So just know your RES is not a pet!! (nice loop-hole) and to be honest I bought 3 in May and these animals are not really pets - they don't want to be held and messed with much.
