The person who answered first was correct. Literally it means "with the terrorists" The word "terrorista" is both masculine and feminine depending on context. Since the songs says "los terroristas" it is actually referring to most likely all men or possibly a mixed group (but definitely not a group of all female terrorists). I've heard the song, and I don't know why they say that. It seems to be a sample from another song. If you could figure out where the DJ got the sample from you might be able to figure out why they used it in the "Harlem Shake" song (if there is a specific reason at all).

The 1950s and 1960s referred to shaking quite a lot. There was "Shaking All Over", The Hippy Hippy Shake etc.
