I know there is one casino in Amsterdam, Casino Holland. So gambling is legal on some level.
If it's just a small game with friends, I don't think you'll have a problem. If you start inviting the public to play games and wager money, then you may attract the attention of the authorities.

There's very strict gambling rules in The Netherlands... As far as poker and blackjack are concerned, the only place to legally play it (when it involves real money) is in a "Holland Casino", either physically or online... Anywhere else, also on the Internet, is illegal... Holland Casino has the legal monopoly on blackjack/poker gambling in the Netherlands... (and they are considered gambling in the Netherlands)...
The police are quite active in this area as poker has become very popular in this country over the last few years and since the government gets quite a large percentage of what Holland Casino makes...

It is illegal to gamble (including poker and blackjack) at home as soon as money or alike are involved.
Mostly the police will ignore it, as with many laws in the Netherlands, but a few weeks back there was a newsflash on the radio about someone being arrested because he held poker nights at home.
The only places that are allowed to offer poker and blackjack legally are the Holland Casinos.
18+ only, with ID, and proper clothing, (that is, no jeans no sneakers and maybe even a tie.)
The other possibility is playing on-line, shady area, might be illegal too, but I am not sure about that.

I have never heard of it being illegal to play poker at home.
Furthermore there are Casino's basically everywhere in Holland by the name of "Holland Casino" where you have to be at least 18 years old to be allowed in.
