Generally yes for the same brand/core of processor but NO when comparing different brands/model/core. Latest technology like Intel's Core2 Duo does more work per clock cycle and at lower wattage. This is why Core2 Duo performs well even at moderate Ghz.

yes, 2.6 ghz is better than 2.04 ghz HOWEVER... if you get the cheaper 2.04 ghz one and go into the BIOS, you can change the voltage so that the processor performs better. If you want optimum performance then i recommend setting the VCORE setting to about 2.5-3 Volts. this will increase your processor speed dramatically and will give you a MUCH bigger performance margin than the 2.6ghz processor. however watch out for people who will tell you not to do this because they spent money on a 2.6ghz one and dont want you to have a more powerful processor even though you pay less. hope this is useful.

Your question seems to be inconsistent. How come 2.04 is higher than 2.6?
Anyway, let me make an attempt to answer it. Computer's speed doesn't solely depend upon the processors speed. There are many more factors effecting it:
1. Memory
2. Cache Memory
3. Bus bandwidth
4. Graphics Processor...
There should be a balance of blend of those components to build a fast PC.

This all depends on the processor and whether it is a dual core processor - while the dual core may have a 2.06 it is generally a faster processor. Also depends on the manufacturer - do some online comparisons and research your purchase. Rule of thumb is that the higher the number the faster the processor. Also the size of the memory has a factor in the speed.

No, the 2.6 would be better. The 2.04 would be 2,040 MHz while the 2.6 would be 2,600MHz. And then dual core would be better than either of those because it has 2 cores running at the same speed.

Higher processor doesnt always gives higher speeds. It matters but you have to also look at the FSB speed, RAM, cooling system, MIPS, and Buffers on the hard drive. Some of the new computers come with e.g. 2.4 ghz duo cord processor and they work as fast a regular 3.2ghz processor. So there are different variations to this degree.

higher processor speed does not necessary mean the better. sometimes you can get better performance using a slower processor. i don't think there is much difference in a 2.4 and a 2.6 processor.

Other way around 2.6 is better than 2.04
Yes, the higher the speed the better.
So far the top speed is about 3.2-3.4 the today the lowest standard speeds are about 1.6-1.8
