1.)When your unnecessarily endangering yourself or others by doing so.
2.)When you'll be openning up a can of worms, or causing major problems over something trivial by telling the truth.
3.)If telling the truth will hurt someone's feelings when it doesn't have to, unless it's something they need to know.
*99.9% of the time honesty is the best policy, but there's a difference between being honest and being brutal or vicious. Your tone, your wording, and how you approach the subject is what will make or break you, rather then the actual information that your giving, for the most part.

Either when you are trying to protect someone from getting hurt by the truth (this scenario only can uphold withholding information as long as the benefits--protecting smeone from getting hurt--outweigh the numerous negatives that can result), or when you prosecutor (excuse the lack for a better word) simply forgets to ask you of the whole truth, in which case you would'nt technically be withholding information as this information was never asked for in the first place.

I am an advocate of telling the whole truth and nothing but the truth.
But when a man is dealing with a woman he has to modify that to something not upsetting to her that will still get the point of that truth across.

If there are small details that are somewhat insignificant and would just add insult to injury, might as well leave it out. However I am a firm believer in telling the truth, but there have been instances where I've left out minor details.

by the whole truth...I take it you mean...better than 90% of the truth comes out while 10% is not told or twisted in such a way so as to not hurt the person...like
what do think of my wedding dress..do I look good in it..
when the person is buying it 100% is called for
at the wedding 90% is more tactful

When there is more general benefits in not telling it than telling it. If it can do good to more people, its alright to not tell the whole truth.
