Its in Eterna City. Talk to the person in the hut that leads to the cycle road at the south of town. If you've SEEN more than 35 pokemon, he gives it to you.

all right fly to the city called eterna, the one where you get the bicucles, and the one with the gym of grass type, first beat the gym, then get a bycicle, then go all the way down from the city, you will go to alittle like kinda house, i dont know how they ar called but they are at the exit of every route or city, anyways, you will see like a lab boy, he is a helper of prof. rowan, talk to him and he will give you the exp share, then a little further is the cicling road. hope it helps ;)
