Tape is a waste of time. The only thing it is going to do is keep the glass from shattering into your house. It will provide no other protection from highwinds. Best use plywood or hurricane shutters for that.

My understanding is that the tape minimizes how far the window can flex under high winds, hopefully stopping movement before the glass flexes so far it breaks. I've heard that if a taped window breaks, it's more likely to be in large pieces, too, which is easier to clean up completely, but I don't know if that's true.
Shutters that really latch shut make a lot of sense in hurricane-prone areas.

Doesn't really make them stronger but helps if the window is shattered, The tape helps to hold the glass together so it doesn't become a flying projectile.

NO. All the tape does is help keep the fragments together when the window breaks.

There may be a slight amount of strength added to the glass, but mostly this is done to try to prevent glass flying around once breakage occurs.
