Why is the movie rush hour, called RUSH HOUR?

I mean it doesnt have anything to do with overfilled traffic does it?

The director thought the name would be "cool".

Also, when the Consul's daughter is kidnapped in the first movie, the driver asks the gang member pretending to be a motorcycle cop what the traffic problem is and he responds, "it's rush hour".
