just say, the few good points they did and tell them ther badb its strait because if you dont they will fail again and dont forget to wish them all the best for the future, and that you sound like a very nice person to be with, th at will make them feel better,

Well, are you looking at it from the interviewer's angle or from someone who has been told by the interviewee of their failure?
I have never been in the former position so I'm not sure what I'd say other than to explain why they failed to meet the criteria required within the job framework (know it sounds like have swallowed a lot of political speak)....
As for the latter, I have been both failed interviewee and the person been told of someones failure... I think to offer sympathy on their failure but explain that maybe it wasn't quite the right job for them at the current time. Take this experience and learn by it by suggesting maybe they ask the company/interviewers where they went wrong with a view to improve their technique for their next interview. Assuring them that they have a lot to offer to any job they go for helps I think. Offering a positive view to them helps I think...

I always tell people that they can gain some experience from the interview and that is always a positive thing. Also as has been said it probably wasn`t the right job for them, so that`s another positive.

if at first u don't suceed try again. in ask the interviewer what exactly went wrong so it will never happen again. or just say u were simply not what they needed for the job and thats A ok with you. one mans lost is another mans treasure.

Tell the why you won't hire them and suggest solutions to the problems that kept him or her from getting a job. That way, it feels constructive, rather than insulting.
