IS THERE IS ANY CHEAP WHICH CAN WE CAN WEAR LIKE WRIST WATCH AND IT CAN BE USEFUL FOR PERSONAL AIRCONDITION ?

I can think of a way to make a device using liquid ammonia and a radiator to cool your wrist, but that wouldn't do much for the rest of you. I suggest you buy a pair of baggy coveralls, tie a string around each ankle and wrist, load it up with ice and zip'er up. You might look like an Eskimo's version of the Michelin man and die from hypothermia, but at least you'd be making a statement. As to what I don't know, but at that point, who cares?

There are kerchiefs that when soaked in water the beads inside swell and as they evaporate, they cool you.
