I am a legal resident and not a citizen of the United States.
But I love America and Americans and have had good education, training and work that fits my skills and many great neighbours, friends who like, accept me.

But there are a few who have tried to hurt me, right now I have a vicious and maniacal stalker who is proving to be dangerous, unstable and a power monger. I believe I can get into deep trouble for hating this man, I can be turned in as a hater so a target for watching by big brother.

Is this correct? So can a stalker be allowed to continue his sick passion and given access to my private space, on line access, phone and everything else under this pretext?
Is this fair treatment of individuals in society? Are there any women out there who would accept this kind of control over her and be ok with that?

Uhm... there is not anything you can "be turned in as a hater" for. You can not get in trouble of any kind just for hating someone.

If the guy is causing problems, go to court and get a restraining order.

It is very hard to make out what you are talking about, or to believe what you say is really going on. Could it be that you have an anxiety disorder? Not everybody in this world is nice, but that doesn't mean that this person is conspiring against you or that "big brother" is going to start watching you.
I think you should seriously consider visiting a Doctor and talk to them about your feelings. I wish you the best, and sorry if this is not the answer you are looking for, but I think you are very troubled and that is the source of your problems.
