Yes, even faulty reasoning is still reasoning, and circular reasoning is faultless.
It doesn't involve a logical error - it just fails to tell us anything we didn't already know.
If we couldn't use the word "reasoning" for this, we wouldn't be able to say what is wrong with it. ie it's circular

Yes it is. It is just circular, and usually is taken to be a reasoning error. But it is still reasoning.

Well, yes, hence the name.
It's faulty reasoning that doesn't lead you to sound conclusions or support your conclusions, but it IS reasoning.
Bad reasoning is still reasoning.
A piece of circular reasoning may have a lot of reasoning in it, it's just flawed.
