Since you have a round world, you have to start somewhere as being in the middle. Since the English were the people who ruled the seas for 250 years or so, they decided that the central longitude of zero degrees should pass through Greenwich, about 15 miles east of London. Thus, your observation would be correct.

Depends upon your perspective. If the Prime Meridian were at the center, then yes. But if you are Asia-centric, then Egnland would be pretty far west, while if the USA were in the middle, then England would be quite a bit to the east.
