Opting not be upset is free. Deciding not to let any one who is truly disturbing you, get in your way and make you worry, that too is free. The answer to your question is another question - Do you want to keep him/her at arms length? Or you actually do not mind him/her disturbing you. If his/her disturbance does not worry you or upset you or interrupt what you are doing or spoil your life or cause trouble or become offensive, and you do not mind at all, then by all means hug him/her!! Yes. Disturbed is a good trigger word to be "cautious" of someone. Everyone on this planet has that "gut feeling" about people we meet. Trust that to keep you safe from harm.

You should keep them at more than arms length. Try to reduce contact to zero.
If that's not possible, for example, if they are at work or in your family, try to be aware at all times of what is best for you. maintain good boundaries by not getting caught up in their attempts to draw you in to their disturbed world.

Keep your guard up -you have this feeling for a reason. If you don't extend any invitations into your personal life and you continue to let this person know you are not interested in what they have to offer (i.e. friendship or other) they will eventually move on. DO NOT DISMISS THE FEELING! Remember if you have to work with this person keep it as a working relationship and guard your sole!
