That question can't be answered. You need to define intelligence. My cats have intelligence. Not like mine, but they have it.
So, if you believe in the story of Adam and Eve, man had intelligence right from the start. If not, you need to define intelligence, because there are many different levels and definitions.

All animals are *intelligent* (except perhaps you). If you mean when did man become distinct from other animals, when he began using tools and the symbolic representation for language.
