You might get their attention with some display of general rudeness. Pick anything that is socially unacceptable and do it. That will get their attention.
Point out that, as demonstrated by your example, rudeness isn't very nice is it? People are placed in an awkward position and/or they are made to feel uncomfortable. Well, table manners are about not being rude, about conducting yourself in a way that does _not_ offend others.
