There are several basic issues.
1) Croniism. He relies heavily on his Dad's buddies and his own buddies rather than emphasizing competence.
2) Lack of historical perspective. Colin Powell derived lessons from the Vietnam War. His sage advice was ignored.
3) Dick Cheney's agenda. Cheney had been chief executive of Haliburton. In fact, he nearly bankrupted Halliburton by merging with a company facing asbestos lawsuits, Dresser Industries.
4) Lack of guiding principles. A phrase like Compassionate Conservative simply means that, as the Democrats demonstrated, they should say anything to get elected.
Unlike Barry Goldwater, who wrote The Conscience of a Conservative, or Ronald Reagan, who applied Goldwater's philosophy, GW had no such guiding principles.
I don't agree with "corrupt" and I don't know how to compare with every president in history. If you look at Nixon's deals with Bebe Reboza or Lyndon Johnson's Texas shenanigans, it seems that other presidents were more focused on using government for their personal gain.

compassionate conservative is an oxymoron. One can not be compassionate and a conservative they just don't go together. It is like oil and water. Passionate conservatives do exist but not COMpassionate conservatives. George Bush is not compassionate and he does seem to be conservative although not as much as many conservatives would like him to be.

It’s a trick devised by Republican public relations people to try to convince the gullible that they actually give a hoot about anyone except their favorite corporations and the very wealthy.
Some people fall for it but actions speak louder than words.
