Scan the image.... bring into Photoshop. Adjust the levels so that the black and grey really pops. Sharpen edges... you can either bring it into Illustrator from there or save it as an image in Photoshop. I suggest removing the background 'white' of the paper...that way, the image will fit on a tshirt without leaving paper edges.
Local print shops will either be able to make them into tshirts for you, or point you in the right direction.
Another option is to buy iron-on transfers and print your own stuff.
Finally, there are places like tshirt hell and cafepress that will print your images onto several different items of clothing etc...for you **The problem is that they keep the majority of the profit!!

If you are planning on doing a large quantity, you can get them professionally printed - for which you will need a computer version of said drawing which you can provide the company.
If you only wish to do a few, you can purchase special transfer paper, which you would print from your computer (again you need that picture on your computer) and then you iron them onto the t-shirt.

I knew most could not understand what they read.
Not a good idea. That will not stay very long in the cloth. Scan the drawing and print a tshirt decal. That works well.
