You are too late, there already is a tool like this. Forestry departments use a MacLeod which is a heavy duty hoe with a four pronged rake on the other side. It is used to cut a fire line around a fire and to pull the brush away.

For Home-gardening, I could see this as a reasonable combination !

ONE problem I see is that a GARDEN rake is usually 12 inches or so in width, but a Weeding hoe is 2-6 inches in width. The weeding hoe is often used CLOSE to the plants, and the garden-rake on top might just interfere with hoeing.

The prior respondent who suggested a quick-attach method is headed in the right direction, BUT... I have concerns with THAT because where do you PUT the other "head" when it is not in use ?

I think your idea has merit... and some flaws you need to work out. GOOD LUCK !

Since a hoe and a rake serve different purposes, it doesn't make sense to combine them. You could make a handle that could receive different attachments, with a quick release. It could be a 3 in 1 for a rake, hoe, and shovel.
