That is something you need to let your doctor handle. Why take cod liver oil and it doesn't work? It's nasty.
Doing normal exercises and moving around normally will help to circulate your blood. How do you know you have "bad blood circulation"? It doesn't sound like something a doctor would say.
Why don't you get a check up by a doctor and find out what condition you are really in? It is very simple.

Cod liver oil is normally taken for its Vitamin A content (good for your skin and eyes) and Vitamin D content (good for your bones). It also contains a small or tiny amount omega 3 and that would help your blood circulation a small or tiny amount.
Blood thinners will improve your blood circulation. Aspirin (one a day) is one of them but there are much better ones.

Codliver is very healthy for human consumption. It might not taste great, but it has lots of good vitamins and mineral essential for human body.
Google about it and research. Many icelanding cultures consume regularly and don't have illnesses like Western cultures plagued by it. US have low life span (72) because of our bad diets, compare to many other cultures (88).

Omega 3 fish oil has a modest effect on the lipid profile, combined with a healthy diet and regular exercise it has a useful effect, but does not fix things on its own. You don't suddenly get healthy if you take it and remember it is high in calories.
