It shows you how to automatically (download) or manually remove all of the infected files (no download).
Why don't you want to download a file to fix the problem? If it is because the computer doesn't have Internet access, you could always download the file from whatever computer you are using to view this, save it on a disk/flash drive/cd whatever, and install it on the infected pc.

Truthfully I doubt you can.
Almost all of the Virus Software are always updating to cover all of the threats out there. A disk does you NO Good accept to download the program and give you the definitions that were prevelent at the time it was made.
All use the Internet to scan and remove Viruses, Trojans, and all sorts of Malware.
None of it is done Locally direct from your computer.

If you can't download any anti-virus from the net, my best bet is to do an online scan.
Google out TrendMicro Housecall, Bitdefender, Kaspersky, Norton, McAfee, Panda etc. They should have the free online scan somewhere around ( easiest and best would be Bitdefender and Housecall ).

I would have to agree that it isn't possible to remove it without downloading virus updates, virus removal tools etc etc Unless you want to completely wipe your computer and start all over again
