It means they have had a vasectomy, a minor operation that is usually done at a doctor's office or at a clinic. The man is awake during the surgery, which usually takes no more than 30 minutes. First, the hair is clipped from the scrotum. The doctor injects a local anesthetic into the skin of the scrotum to numb it. The " snip" refers to had the" Big V", Vasectomy. This prevents pregnancy.

I'd say he making reference to the big V, I'd be asking him how long ago. If it has been in the last few month he should still use some kind of protection there could still be some sperm floating around in there. Plus it helps from STD, just because he is sterile does not mean he can not pass on a STD. Also he could have been circumcised. You just might have to check to be sure.
