There's no indication I can find that such a thing is happening; their website claims "Plans to Serve More Kids in Areas of Greatest Need"

According to a recent press release, "The board approved a recommendation to close the Eastern Branch after summer camp, citing the fact that the branch is underused, is in need of significant renovation, and that it operates at a significant annual budget deficit."

Is that what you mean?

You always have to sell something people don't want. They are probably down in membership. Hopefully it's something more constructive like that they have the new technology to help people better than ever before. A lot of great new stuff in happening in every subject because of the free flow of ideas like on the Internet. If they don't have it others do.
