Actually, it means neither.
It means that out of the past times the conditions have matched what they are now, it rained six of those times.

it means there is 60% chance it will either rain/snow ect on that day, pecip is short for precipitation you should look uo that word in the dictionary if you had any sense

This really sucks. Somebody needs to do an "anti"rain dance or something... I missed the Busch race 'cos it was too early for me on a Saturday (6am?). Now the Cup race will probably be rained out and totally ruin my day!
