Power ON. Once you see a display on the screen, press Del or F2. Look for it in Advanced BIOS features or menu.
If onboard graphics is INTEL GMA that uses Dynamic Video Memory Technology, usual setting is just 1 or 8Mb. Depending on the requirement of the program running, share memory allocation can go as high as 224Mb. It is automatically managed by the software.

When you first boot your PC, while it is showing a black screen with white text before Windows starts loading you will see a message like 'Press DEL for Setup' or 'Press F1 for Setup'. It is important to look for the message because the key used is different for different BIOS, press whatever key it says to get into the BIOS.
You can't increase display memory by itself. Instead you can buy a better graphics card which may have more display memory. One exception is if you don't have a graphics card but are using one built in to your motherboard. In this case the motherboard steals some of your RAM for the graphics memory and you can usually change this setting in the BIOS. If you do have this kind of graphics I strongly recommend getting a separate graphics card because it will run much faster.

Onboard graphics suck. Definatly get a new video card, especially if you're into gaming.
And like most people said, Del is usually the key to access the bios setup right when the computer starts to boot. Though it could be something different, it is almost always Del key.
