Most red peppers start out green. After reaching their maximum size, these peppers will develop red pigments in 10 to 28 days, if daytime temperatures are between 65 degrees and 75 degrees.

Color development slows dramatically below the optimum temperature range. Below 55 degrees, it stops completely. If soil temperatures drop below 68 degrees, pigment production declines and eventually ceases.

Pick red pepper varieties that turn red in a shorter time than the usual 100 days it takes for most red pepper varieties. 'Ace.'" is the first pepper to turn red in any garden, about 65 days after transplanting.

When growing indoors, light, good air circulation, & not overwatering are some of the most important factors. If you can put your indoor plants outside on a porch, balcony, or deck for the summer season, this will benefit them enormously.
If you are using only artificial light, your peppers will need 16 hours of light a day. The plants do need some rest. The details are here:

Use a good quality potting soil with peat moss and perlite mixed into it, & moisten it with warm water before planting. Here's more:

Good luck! Hope this helps.
